About FDCTT

The Fiji Digital Climate Transparency Tool (FDCTT) was developed for the Climate Change Division of the Ministry of Environment and Climate Change, in partnership with the Global Green Growth Institute. Designed to support the Enhanced Transparency Framework (ETF) under the Paris Agreement, the Tool enables streamlined collection, archiving, and visualization of greenhouse gas (GHG) data, tracks progress on Nationally Determined Contributions (NDCs), and monitors climate finance support received. Its development was supported by the technical partner Greenhouse Gas Management Institute (GHGMI) through the Capacity Building Initiative for Transparency (CBIT) project.


Tool Components Overview

In this section, users (data providers) will input all the raw activity data required to calculate GHG emissions. Key functionalities include:

  • Data Entry Forms: Forms with drop-down menus to select IPCC 2006 categories (e.g., Energy sub-sectors like public electricity production, transport, etc.).
  • Source Management: Log and manage sectorial emission sources in a structured way.
  • QA/QC: Perform QA/QC on data collected. Flag inconsistencies or missing values.
  • Draft Save: Users can save drafts of their entries; the system auto-saves at set intervals to prevent data loss.
  • Version Control: Every update is timestamped and logged so data can be traced back to the submitter and date/time of entry.

This section processes the activity data and emission factors to generate estimated greenhouse gas emissions and removals. The main features include:

  • Inventories: Activity data collected will be used by inventory teams, who complete Excel files. These Excel files can then be uploaded into the tool, which compiles the inventory data and can generate CRT reports for multiple years.
  • Data Visualization: Interactive charts (bar, line, pie) showing sector-wise emissions, trends over time, and breakdown by gas type.
  • JSON Exports: Tool will be able to generate the JSON file for entering into the CRT Tool.
  • Audit Trail: Logs each calculation run, the parameters used (e.g., emission factor sources, year), and the user who initiated it.
  • QA/QC: Perform QA/QC on data collected. Flag inconsistencies or missing values.

The NDC section tracks Fiji’s Nationally Determined Contributions, comparing targets against actual performance. Features include:

  • Target Input: Allows administrators to enter sectoral and national GHG reduction targets (e.g., percentage reductions by 2030).
  • Progress Dashboard: Visual comparison between baseline emissions, current-year emissions, and NDC targets, with color-coded indicators to show on-track/off-track status.
  • Reporting Templates: Generates graphs and tables formatted for the Biennial Transparency Report (BTR), aligning with UNFCCC NDC reporting guidelines.

Simple feature list for managing climate support:

  • Entry Forms: Capture donor, support type, amount, and project details.
  • Number of Projects: Track how many climate projects are active or completed.
  • Amount Received: Record total funds received (in FJD) per project or donor.
  • Type of Support: Specify whether each entry is mitigation, adaptation, or cross-cutting.
  • Dashboard: Charting and Analytics
  • Upload Documents: Attach MOUs, grant agreements, or project proposals if any
  • Exports: Export support data in Excel or CSV formats.
  • NDC Link: Associate each support entry with relevant NDC targets.
